From this fact he gets correspondence I'd be 95% sure he is named on the mortgage and not just a guarantor.
Being on the mortgage won't guarantee he is on land registry.
You can check the land registry fairly cheaply yourself.

i will maybe have a word with my brother about the situation - i think its up to him now to take responsibility and i'm there for support.
