CPN- am i liable?

I was issued a CPN from the Car Parking Partnership (CPP) on the 23rd of October, I planned to appeal but when I got home from university on the 5th December my mum said she had received no letter regarding an appeal. It was only afew days ago my mum found a letter addressed to me and no surprises it was from CPP. By this point its to late to send an appeal as its needs to be received by 'not later than the last day of the period of 28 days' and the notice was given on 1/12/2014.
Now I feel abit screwed because I feel I cannot get them to send me a POPLA appeals form as that is the second form of appeal, the only one i was interested in. I dont really know what to do now.
Shall i ignore the forthcoming threatening letters? Am i now liable because i havent appealed? Am i going to be summoned to court?
extra info: i have not provided any details of who the driver was to CPP. I have a permit, car park was full, was parking slightly on a yellow box but denied no access anywhere and didnt cause any revenue loss at all.

The NEWBIES thread does tell you if you 'think you are too late to appeal' then appeal as keeper, anyway (in other words just send the template appeal from the Newbies thread) and if you can do it online, do it now. Don't add to the template, don't say who was driving, just send it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

But that's the right timeline - the PPC can't write until day 28 through to day 56 under the POFA. Exactly as expected but the OP just needs to appeal urgently anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Quick an easy! Several PPCs are learning that an obviously forum-aided appeal is never going to win, so they cut their losses right away. This is why the mischievous amongst the forum regulars like the idea of a weak initial appeal in order to force them to POPLA and make them waste £27 plus a load of admin time.0

Some people do collect several PCNs in one place. You are not blacklisted. You are giving them too much respect.
I would not aim to park there on those lines again if you are not permitted to - but if you did get another one on a busy day you can send the same appeal again. Do not collect loads of these if the site is a University though, in case the Uni try to muscle in. And do not be seen as driver nor hand over your Uni ID if asked when parking, just drive away as it is important only to appeal as keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
