UKPC Retail Park Residential Annex - No Permit

Have followed the Newbies thread after being ticketed early Dec. Received the NTK yesterday so proceeding to 1st Appeal to UKPC.
Thinking about the 2nd stage though because although this is a retail park, they have built houses around the side where the driver parked as the retail park also has office buildings (with insufficient parking of course).
While the building work has been going on it's been a bit of a free for all for the parking, but as they near completion and some were occupied all of a sudden resident parking signs went up.
So basically Friday night no signs and Monday morning a sign which was not spotted. Car was ticketed for not displaying a valid permit.
Just wondering what the grounds are for the 2nd appeal? Poor visibility of the signs? We weren't visiting a resident or the retail park for shopping? The driver works there?

What happened is irrelevant. Just use the template appeal from the NEWBIES thread.

You use all the appeal points for the first appeal as per the NEWBIES template, and the appeal points from How to Win at POPLA section of the NEWBIES thread for the second appeal. This includes signage.
Are you saying you received a second PCN and that you got it after signs were erected or is this what happened when you got the original PCN?
Anyway, if a PCN was received after signs were erected you should complain to the BPA, DVLA, and Trading Standards.I married my cousin. I had to...I don't have a sister.

No, only 1 PCN. Just saying Friday driver parked there and there were no residents parking signs. These were erected over the weekend, parked there again on Monday without noticing them. Came back to a ticket on the windscreen.
Will go with the legal points (POST 3).

This is still outstanding at POPLA and my hearing was delayed following the Beavis appeal.
Is there any time limit on how long it can be held?
My letter from POPLA basically said it was now on 21 days hold following the High Court leave of appeal, and there may be some delay before my hearing was held?
21 days is almost 2 months now? Anybody else with a similar letter had their hearing yet?0 -
it didnt go to the HIGH COURT, nor is it likely to
it went to the Court of Appeal, and is now going to the Supreme Court after myself and others crowdfunded his next appeal, which is 5 weeks time
if you check the popla statement and parking pranksters website you will find those details
so your popla appeal will be left "on hold" until the S.C. rules on the Beavis case (possibly before the end of the year)
it takes as long as it takes , so you better pray he wins0 -
OK cheers, its all a little annoying really because although the Beavis out of proportion costs is one of my arguments its not the only one. I'm sure there is enough in my appeal to get it thrown out, but they insist on this hold.0

I was a Wright Hassal stayed POPLA appeal. Of course this was rejected with their farce of a procedure. At the 2nd letter from DRP stage now, but got to love their wording.
"Notice of intended court action - As you have not contacted us to tell us you're not liable for the charge, we've taken this to mean you agree you're liable for it."
Well made me smile anyway. I'll be back in touch for all your expert advice when I get (if I get) the official court papers. This is still just junk mail I know

Wow this is getting funny now. Had 3 letters from DRP with that last one offering a £20 discount to settle. Today had another DCA letter this time from Zenith and another £20 off. Only need a few more and there will be nothing more to pay:p
I like this game though, initial ticket was December 2014 and they still haven't given up.
LOL, oops just seen the post about Zenith and DRP being one and the same, that would explain it then, all part of their game. Anyway its still £40 less than the 1st letter so desperation is setting in.0 -
UKPC do sue people so do look out for a letter from SCS Solicitors, or a court claim. It will not and cannot come from daft old DRPlus or Zenith or any other name they use.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
