    Sledge hammer!

Seriously, Spirit of Salts (hydrocholric acid available in all good hardware stores) will remove cement residues and probably the paint. If it doesn't try a Nitromors type paint stripper on the paint. Obviously take sensible safety precautions, even a little of those things on skin hurts!

The cement stains I cant help you with, but the paint is easy.

The best product I have found is 'brush cleaner' from any Diy store, it gets dried in paint off anything, whether its PVC windows, or even paint in your carpet, its great stuff.
It is for getting paint off your brushes, I tried on an jacket once, as I knew I would probably have to throw it out, so I thought , well here goes....
    And it worked.:D
