Excel Parking Fine in Wigan

Hi,
I got a 'Parking Charge Notice' from Excel Parking for not purchasing a ticket near Bryan House. I was going to the Chinese restaurant nearby. I've parked there before without any problems, is this a new company that have taken charge of the parking? Also, when I got there it was very dark and I couldn't see any signs or ticket machines. Can I fight this letter or will I end up having to go to court?

Should I send them a polite email saying that I couldn't see the ticket machine or any signs or should I use the template which pretty much hammers it home how furious I am :)

Many thanks.
-Scott

just follow the advice in the NEWBIES sticky thread , appealing as RK to the NTK

dont try and be clever about it, follow the same path as previously trodden, except if this is a 2015 pcn (its not a fine) then they changed to the IPC from the BPA so different tactics later if not cancelled

only somebody in that area can tell you about parking companies, so its down to you to check the signage

Its pitch black behind there at night time, a private parking scammers paradise for soft touches that pay them.
PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue.

That would be hammering home who was driving which is exactly what they need to know! So NO, do NOT send that!

or should I use the template which pretty much hammers it home how furious I am
Yep - the first appeal from the NEWBIES thread but then Excel will reject it and if the parking event was after 1st January you will only be offered the alleged 'kangaroo court' of the IAS. Read the Newbies thread post #3 about the IAS!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
