PCN Left the car parked, with my partner in,to get change and got a ticket 1min later

Hi everyone and HAPPY NEW YEAR,
I really need help as I've never had a ticket before (have been driving for 7 years). So here's what happened:
Right before Christmas my partner and I decided to take our daughter to the cinema. Off we went and parked the car at a council car park (Morrisons at Wimbledon if it matters) when I realized I didn't have change. I left my partner in the car (and my daughter) but when I got in to Morrisons there were massive queues and people wouldn't let me go at the front as they were waiting for change too. Anyway I decided to go to the cinema and get the tickets and change from there. I go back to the car 5 mins later and my partner handed me a PCN !!! He said that he explained to the officer that I've gone to get change and the officer said that he knows that isn't true and gave him a ticket anyway(not to mention how rude he was to me and my partner). He also said that if I pay for the parking I can write to the council to cancel the ticket, which I did, and they would't cancel. Now what?

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).
PePiPoo has an excellent success record in dealing with council tickets.
