I wish to un-install Norton, but do not know how to turn Defender back on, Running Windows 8.

it should automatically turn on once w8 detects no other av present. Remember to use the Norton removal tool:-

It should turn on automatically, but, doesn't always, so best to check.....Look in the "Action Centre"....It should tell you if you have no AV and give you the choice to turn one on.....Windows defender in your case.
It should also flag up that you haven't got one switched on automatically. Never hurts to double check if it doesn't though.Drinking Rum before 10am makes you
