    I once was trying to contact an uncle I had not seen for 20+ years. I only had vague information about his location. I contacted the electoral registers office and explained my situation and the information I had. They advised I wrote a letter to him and sent it to them and they would pass it on and it would then be up to him to contact me. So it may be worth while phoning them with his name and area he lives in.
