I need to make a call to an 0370 number. Are they free and part of inclusive minutes from mobiles?

If not, is there a way to make them free like Say no to 0870?

All 03 numbers are treated the same as 01/02 numbers from landlines and mobile and are included in inclusive minutes from both landlines and mobiles.
