PC - No Bluetooth in control panel

Hi guys n' gals, I'm hoping someone will be able to help!
I want to connect our mobiles to the pc without the usb cables, both phones are bluetooth, and I "thought" the pc was as well.
However, when I go to "Control Panel" there is no mention of Bluetooth anything!
So my questions are,
1. The pc help topics are saying that there is bluetooth in the control panel, there is not, "Should there be?"
2. Where can I get bluetooth software for the pc? Seeing as it looks like there isn't any on it!
i look forward to your replies :-)

Bluetooth Dongles aren't very much but beware the Microsoft Bluetooth Stack is pretty restrictive. You're best installing the software that comes with a dongle. I had a shed load of problems connecting my phone although I cant remember exact details now I think I was connecting a headset but unless you're doing that sort of thing you'll probably be alright.0
