Need a non-contract SIM, which doesn't expire.

My elderly aunt has a mobile which is kept for emergencies.
As she doesn't use it, or top-up, very often it seems the phone company have dropped her number.

Is there a suitable PAYG provider which doesn't require the user to e.g. 'make a chargeable action every 90 days' or some such??

No, such provider doesn't exist, although it's 180 days for most of them, not 90.
If you give her a giffgaff sim, you can take care of keeping the sim active by making at least 4x10 sec calls to her every 6 months, and this will be sufficient for keeping the sim alive. AFAIK, it's the only network where incoming calls count:

13.3. Your SIM Card will be disconnected unless, at least once every six months, your Account is used to:

• a) make at least one call, SMS or MMS to another number (not including calls to emergency services or Member Services);
• b) make at least one connection to the Internet;
• c) make at least 4 received calls of more than 10 seconds;
• d) make at least one airtime credit or Bundle purchase; or

That said, with any other network you can call her and ask her to call you back; and one outgoing call will be sufficient for most networks.
