On the subject of opening mail with your address but someone else's name:
I have recent experience of this. I received a total of 4 letters from the AA, with another person's name and my address. I marked the first "Not known at this address: return to Sender" and sent it back to the AA. When the 2nd arrived within 4 days, I repeated the action but added "This person has NEVER lived here. I am the 3rd tenant at this address since it was built and I have lived here for 11 years. No previous tenant knows of this person. please check a similar address at ****" When I received another letter, I opened it, as the reality of the situation was obviously being ignored by the AA.

It contained information regarding the addressee's motor insurance policy, which was about to expire. It also enclosed a return envelope, so I enclosed the above information and returned it. Within another 4 days, there was another, similar letter, with the information that the addressee was about to have the Insurance policy cancelled, due to not answering the letters. I used the AA Freephone number to call an operative, who was the single most obdurate, stupid, unreasonable telecalls person I have ever spoken to (And in this day and age, is that not saying something?)

This person could not understand that I was NOT the person involved. I spoke calmly, clearly and without raising my voice throughout the call, but all she could say was "If he did not want it sent to your address, he would not have given us your address." I then asked if the AA had sent the policy to the addressee and she checked her database - "Yes." - "So it is obvious that you sent it, almost a year ago, to his REAL address?" - "Yes." - "Then you have his real address?" - "No, just yours." I pointed out that someone, somewhere, was about to lose insurance cover through no fault of his own. I also pointed out the information I had included in Letter 2 - that there is a street address several miles away, in a different place, which is somewhat similar, asking her to use an online directory to look it up. "No it is your address he gave us, you must know him."

I am afraid that is the point at which I blew my top, she disconnected and I fumed. Then I called again, got the same voice and asked to speak to a supervisor and/or manager. When I got through to someone, I repeated the problem. This person was courteous, apologetic and asked me to send the last letter back with all contents and marked in a specific way for her attention, which I did.

Point of this long story? - That represents "Reasonable cause" for opening not one, but 2 successive letters to someone else. Because there are some people in this world who have a total lack of intelligence and simple commonsense.
I think this job really needs
    a much bigger hammer.

OP I have to ask, why did you not use the Link given by Molerat at the start of this Thread?

Is there some reason why you do not wish to do that?

I am presuming you mean you have informed the DWP? If so you have solved your own problem, let them deal with it. If anymore letters come for them 'return to sender' and leave it at that.
  • DWP informed 11 moths ago nothing happened,
Why should I not be concerned when credits and benefits are awarded of up to €20,000 for 2 adults and 5 children to a property i own.
Nobody has ever visited the property to check if the claim is valid

Tax Credits are administered by HMRC, not Work and Pensions

You do not contact HMRC re tax credit fraud, all benefit fraud is reported via the DWP fraud contact.

    https://www.gov.uk/contact-the-tax-credit-office
Don’t report benefit fraud to the Tax Credit Office. Call the National Benefit Fraud Hotline or report benefit fraud online.

    http://www.adviceguide.org.uk/wales/benefits_w/benefits_benefits_introduction_ew/benefits_problems_with_benefits_and_tax_credits_e/benefit_fraud.htm
Tax credits The DWP also has powers to investigate tax credit fraud. The DWP and Her Majesty’s Revenue and Customs (HMRC) work jointly in investigating these cases.
  • Thanks to everyone for your input.
I have reported all details now to Police,DWP and HMR.
I will wait and see what happens now.
