DVLA Failure to Insure fine

I bought my Uncle's car in August last year. We kept it at the farm and the day we got it we tried to declare it SORN.
I was refused as I was not the legal keeper of the car.
My uncle sent all the paperwork away for change of owner and we heard nothing for 6 /8 weeks until he got a fine notice !
We contacted them and they told us there was not record of transfer !
So we sent in the little slip we had confirming change of owner in August and that the car was of road and we had tried to SORN but were refused as I was not the registered keeper when we tried to do so.
3 Weeks ago the V5 eventually arrived and I was able to declare the car SORN.
Today I got a letter from DVLA, headed FINAL NOTICE that I was now to pay a £100 fine and that they had contacted me on the 12th of November !
I have had ZERO communication from them apart from the V5 being sent to me !
From what I gather when you are sent the fine notice, if you pay promptly you are given the option of paying £50. I have not been given any option like that !
Can someone advise please ?

You have committed the offence, so arguing you never got the warning won't wash.
(The warning letter isn't a legal requirement, just a goodwill gesture for those who haven't realised the car has been temporarily uninsured - yours looks to have gone months uninsured!)0 -
There was no reason why the original owner could not SORN the car after selling it to you. After all, the car doesn't become 'yours' until DVLA have received and processed the V5C.Never Knowingly Understood.

When the DVLA receive the V5C and change the registered keeper, it
Would automatically cancel the SORN.
What the OP should have done is made the SORN by post when he bought the car, using the form V890.0 -

I did this recently for a old bike I bought, they sent the form back saying I couldn't declare it SORN as I wasn't the registered owner, even though the DVLA states you can?
There really was no need for this continuous insurance law, the existing law covered the need for vehicles on the road having insurance.0 -
When I phoned the DVLA they told me I could NOT declare it SORN as I was not the registered keeper and I was told to wait until I had received the new V5 !
I did exactly what the DVLA told me to do !!0 -
Also.,, they say in the letter they wrote to me on the 11th of November !
They didn't transfer ownership and create the new V5 until the 3rd of December !!!
So this is a lie. According to them I was NOT the registered keeper until 3rd December 2014 !0 -
Phone them up again and explain the situation, they may be able to cancel the fine as you have done all you could. They seem to take an age these days processing V5Cs0
