Oven issue - which tradesman?

We have a double electric oven, the other day it was heating up and all of a sudden there were sparks, cracking and a fizz or two from the back of the bottom oven. It now doesn't get hot at all, there's still power, light comes on, thr fan works, top oven works ok (thankfully!). Sounds like the heating element burned out, would you agree?

It won't be under warranty, so who fixes these things? Electrician?
