Paypal dispute for INR from French buyer - fees?

So I had a French buyer open a case today in Paypal for INR - item was posted on 14th December so I have refunded already, not much else I can do.
Now the item has gone into my 'awaiting payment' section and when I try to cancel the order it says I have to go to Ebay.fr - and I can't see it on that site.
I just want my fees back as I can't see them in credits...
