Non-taxpayer - how do I find my tax office?

This query has been generated by a "cheery" article on what to do regarding tax and income matters after a spouse's death. I am in my 70s and have been a non-taxpayer for many years. Husband - still hale and hearty - is in his 80s and is a basic-rate taxpayer.
I have registered to receive savings interest gross on my savings accounts, as well as having a cash ISA. My husband has a cash ISA - the remainder of our savings is in my name.
He receives the full State Pension and has two private pensions, one military, the other local government. I will be entitled to a widow's pension from these private pensions, should he predecease me. Apart from savings interest, my only other income is from the State Pension, based on my husband's contributions as I did not work long enough to earn a pension on my own contributions. Thus my total income is currently below the tax threshold. Do non-taxpayers have a tax office - and if so, how is it decided? Will it be determined by where I am domiciled - Scotland - or by where my husband's pensions are paid - or by something completely different?
I have searched for answers on the HMRC website but have found nothing. Feeling rather stupid - as this is something I should surely know....
if i had known then what i know now
