Got a Parking eye notice for parking at a place for a while without a ticket overstayed for less than an hour.
Have looked at the thread for new people.
Should I start preparing the appeal or should I start email the hospital?
Is there any point in bringing up blue badge in this situation?

It is not a fine.
You need to appeal to parking lie and complain to the hospital, but do not rely just on the latter. Do no miss appeal deadlines.

Does the 14 day thing hold any importance or is it just as long as its within 28 day appeal period?

I'm not sure what you mean by "the 14 day thing." You must appeal within the timescales given by the PPC. They will probably reject it but must give you a PoPLA code that you then use for a PoPLA appeal and win. Recently however, parking lie are cutting their losses as soon as they see a MSE template appeal and cancel because it costs them 27 quid plus VaT to lose at PoPLA.
The Blue Badge scheme does not apply on private land but if you mention that "one of the passengers" had one and provide a copy, the BPA CoP says the PPC must cancel.

A 'bribe' to settle early, they're desparate to get their hands on your cash as quickly as possible. Ignore their early bird discount, you're going to be paying nowt by the time we've help you deal with this. It's now quite easy with PE - as long as you don't miss their deadlines and you don't simply ignore things.
1. You need to have a read of the NEWBIES FAQ sticky .
2. Copy the initial appeal template and paste it into the PE online appeal portal. You're only allowed to use 3,000 characters so you will need to chop out some of the 'rant' elements.
3. Add a paragraph that you are a blue badge holder and have 'protected characteristics' as described in the Equality Act 2010 and are in need of an adjustment in time to go about your health appointment at the hospital.
That should secure you a cancellation; PE are cancelling as soon as receiving that appeal template.
But don't miss that 28 day deadline.

You should also complain to the hospital.
Tell them that the parkingeye system is unfit for purpose because it requires you to guess how long you were parked for, despite their systems knowing this. Tell them that other hospitals parking systems allow the motorists to enter their registrations at exit, and are then told how much to pay. This is the only fair way of running the parking.
ParkingEye are not fit for purpose and are operating outside government guidelines for hospitals.

Send a copy of the badge to both.
Pictures of the signs are useful in case parking lie don't cancel after your initial appeal.
What happened on the day is irrelevant and will get you nowhere, so no, you don't need to give a reason why you were waiting.

1: you havent been fined
2: complain to the hospital, was this Queens Hospital in Burton, Derbyshire?

if it wasnt in Burton but the hospital have a similar system ( guess the time ) read the article non the less, and let the hospital know you are ware of it.
As for pictures of the signage you could take photos, and as for the badge you could also try sending a copy to the hospital, together with a complaint telling them that you expect them to remove the current parking eye systemFrom the Plain Language Commission:
