Credit card application when not on electoral role?

Completed on a house purchase on 19 December, and have changed addresses with providers and applied to be on the electoral role etc, but this all takes time and I doubt I'll be noted on the electoral role for a good few weeks (the joys of city council).
I'd like a 0% purchases card to avoid using money in TSB Classic Plus and Lloyds Club accounts for moving in purchases. Obviously this is close to mortgage applications, opening the required current account from the mortgage lender, and with electoral role issues I don't know whether I'll be accepted. I have accounts with Halifax, Tesco, and Santander, which offer good 0% cards. Considering I've just changed my address with them, are they more likely to offer a card? Has anyone been offered a card shortly after a mortgage?
My thinking is that the failed customer identity check with credit reference agencies would normally mean an irksome trip into branch with documents, but if they already know who I am then it won't be necessary.

Hi there. In August i changed my address. I was on the electoral roll at my old address, but not at my new one. Despite that I was accepted for a CC in October. You are entering your old address anyway in the application, so they could verify you at your old address. Also I was able to get Aqua CC and Barclaycard Initial CC without even registered on the electoral roll earlier this year. So it is possible to get a card if you have good credit rating.0
