Today I received two responses:
One came from Welcome Break offering to request a reduced settlement of £21 (£11 unpaid parking fee plus £10 admin).
Just as I was contemplating what to do, I found a second e-mail, this time from the BPA. As a result of their investigation PE have agreed to cancel the PCN as a gesture of goodwill.
Basically PE say they never received my original appeal. When they got the follow-up letter after I received the LBCCC, they clearly didn't read its content and treated it as a "late appeal" which meant they basically ignored it/ got debt collector involved. No explanation as to the strange order of DRP letter after the LBCCC.
Thanks to everyone who helped here and through their response on other people's threads which I was able to apply.0 -

The BPA is always worth a 'punt' as often PPCs capitulate (as a minimum offering a winnable POPLA code) if they've screwed up in any way.
I get the impression that a good number of OPs, so advised, are reluctant to complain there. Part of the Brit make-up perhaps? .... and one of the reasons PPCs continue to harvest £millions!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
