New Car Tax System

Is it still like the last system, where if I purchase car tax on 30th December that I end up paying for the whole of December, or is it now valid from the day you buy it?

Just the same.....if you want it valid from the 30th you lose a month.0

You should be able to apply to re-tax a few days in advance of the current tax expiring so if your tax expires on the 31st December, you should be able to purchase your "new" tax valid from 1st January on the 30th December on line.
