Can I open a new isa?

I have a Isa with Barclays I don't use it and it's got no money in it I have paid into it but that was a few months ago I have a account with Halifax and want to open a isa with them would I be able to?

    Not if you've paid into your existing isa this tax year.

    Are you aware that rates outside ISAs are far better for small amounts of money?
    Remember the saying: if it looks too good to be true it almost certainly is.

    When exactly did you last pay money in to your Barclays ISA?

    How much do you want to pay into a Halifax ISA? It may not be worth your while.
