Double Glazing Issue, Leaking around windows

Hi again good people of here I am after some advice for my mother this time.
Basically, she had new windows fitted a few months a go and now, when it is wet or raining, water is seeping in around the edges somewhere and causing the wall around the windows to get damp.. it is clearly visable as it turns the emulsion darker.
Anyway she has had the owner (of some manager) out twice now and he has said that they are fitted correctly and that its not down to them (although I do believe he ran some sealant around).
There were no issues with leaks BEFORE these new windows were fitted and there are none with the upstairs windows (which she had done a fair while before and by another company). it is just the windows completed by these folk.
What she wishes to do is find out where she stands on this matter and what to do next.
She was advised by a friend to write a letter outlining the issues and give a timeframe for the work to be completed to a satisfactory level and put in a mention of small claims etc... Now I dont really know what to do if I'm honest and so came here hoping that there would be some form of template for us to fill in and bobs your uncle...
So folks, where shall I get her to begin.
