their will be no issues as the downgrade rights are designed for PC/laptops with pre installed later versions to downgrade to earlier version.
regardless they would need a new win 7 disc and licence, so may as well get win7 pro not much diff in price now to the home version

Clearly if they buy a new licence then they don't have any Downgrade rights. They are just buying a new licence.
Downgrade rights means that you don't have to buy a new licence.

You have already been told that only Windows 8 Pro has Downgrade Rights, but because you 'work in IT', you think that you know better.Downgrade rights offer a practical solution. The customer can:
Purchase a PC with Windows 8 Pro preinstalled.
Downgrade—at no additional cost—to Windows 7 Professional.
Move to Windows 8 Pro at the appropriate time. The system is licensed and ready for conversion.
OEM versions of Windows 8 eligible for downgrade
Windows 8 Pro includes downgrade rights to:
Windows 7 Professional
Windows Vista Business

Hi, a friend bought her dad a basic Toshiba laptop with no CD Drive. It came with Windows 8 installed. My friend uses Windows 7 home premium, and her dad is understanding that but won't touch the W8 pc.
How can we put W7 on this asap as her dad lives 300 miles away an she wants him to take the pc back with him. If he needs a bit of help she believes that him having the same version as her own she will be able to help him as she doesn't understand W8 either. Any practical guidance would be appreciated

You can pick-up an external DVD drive for around the £20 mark these days.
You can also pick up a genuine Win. 7 install disc from ebay or Amazon (just make sure it's the 64 bit version).
You will also need a USB pendrive (take care to make sure that it is one that will show-up as a pendrive and not a HDD, or step 1 will not work).- Insert USB pendrive in to laptop.
- Boot the laptop and look for the in-built utility for creating re-installation media and run it. This will create a bootable install media with Windows 8 on). Look through the paperwork that came with the laptop to find thw Windows 8 COA and note this down on a piece of paper, then put the USB pendrive and the piece of paper in a sealed bag so it is safe.
- Switch-off laptop (once shut-down, remove and re-install battery).
- Plug in external DVD drive and switch on.
- Press 'ESC' key to get to UEFI snd then look for the 'change settings' optionon the menu. From here, you need to look for, and turn-off, 'Secure Boot' before saving and exiting the BIOS.
- The laptop should now re-boot. Press 'F12' to get the boot menu up. Look for the 'DVD-Rom' entry & select it.
- Windows 7 should now boot up and allow you to format the HDD and install it.
BTW, the model will be something like 'C50' or 'Sattelite'Never Knowingly Understood.
