Hi,
I received first letter dated 30/10/2014 from DRP (Debt Recovery Plus Ltd) stating following:
Date of Notice: 30/10/2014
Parking charge date: 27/08/2014
PCB no. XXXX
Veh reg. XXXX
The creditor: Euro Car Parks Ltd
Location: Lombardy Retail Park - Hayes
Contravention: Your vehicle was parked longer than the maximum period allowed.
Demand for payment of an unpaid parking charge £130.00 and normal stuff of paying this to DRP no later than 13/11/2014.
I send an appeal copied pasted from https://forums.moneysavingexpert.com/discussion/4816822 and also added this is the first time i am hearing from them.
Now I have received following reply.
Dated: 17 Dec 14
Our Ref: XXXX
Dear Mr XYZ,
Thank you for your correspondence regarding the Parking Charge Notice as below:
PCN No. XXXXX Date of issue: 27/08/14
Veh Reg: XXXXX Time of Issue: 2049
Car Park: Lombardy Retail Park - Hayes
Breach of Terms and conditions: A Your vehicle was parked longer than the maximum period allowed.
We will not discuss this matter any further. This notice has now accumulated multiple administration charges in its handling due to lack of contact and being sent to a third party.
The notice should now be paid with Debt Recovery.
Yours sincerely,
Parking Charge Notice Department

Also complain to Steve Clark of the BPA (cc the DVLA) that your appeal was not dealt with correctly insofar as no POPLA verification code was provided with the rejection letter (unless they did give you such a code?).

Also just so you know, under the POFA 2012 the keeper can only be considered liable for the PCN amount, not silly debt collector admin charges (not that I am saying pay it!!). Definitely complain as keeper to the BPA that you appealed straight away and never got any previous letter, so you should be allowed a POPLA code. And defo complain to the retailer/landowner if a retail park, they cancel these all the time and are easy to find by Googling the place.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
