UKPC Parking Notice (Not once but twice)

Hello,
I happened to visit my relatives in Bromley who live in a gated compound consisting of blocks of flats. The parking is controlled by UKPC in there. When I visited them first time to stay overnight, they had me park in front of their building and told me they have the parking space, but next day I got the ticket from UKPC, which I ignored until now and the fine has gone to £90.
I had to visit the same people a second time over christmas and this time they gave me a visitor parking badge to display in my car. Ironically I had another ticket issued from UKPC which I thought was ridiculous as I had displayed the badge. However, both my host and myself realized a short while later that visitor parking was seperate.
My host does have a Parking badge to park in those slots, but they don't have a car yet. I have asked them to get the second notice sorted out, but as the registered owner of the car, the onus is on me, if they don't do anything.
Also I can't find this newbie thread people are talking about? Can someone please advise me the best course of action.
