LIDL Athena ANPR PCN

Hello
My mum received a PCN for parking in a LIDL car park. She usually goes in a few shops, as well as Lidl. This time however she didn't purchase anything from Lidl, and therefore exceeded the free 10 minute stay for non-customers. They have recently started taking registration numbers at the till, a process she wasn't aware they have just began to use.
I know this is her fault for not reading the new signs, but I'm just wondering if there is a way to not pay it. It is £90 with a reduced fee of £45.
I tried the copy and paste appeal letter from the Newbie thread to Athena which was refused. I now have a POPLA code.
I've had a look at the car park and there are signs at the front as you enter, so she can't use that as an excuse
However now the reduced rate is only in a couple of days, should I just pay that before it runs out?
Many thanks

nope, she uses the popla code and appeals it to popla, on not a gpeol , poor signage and no contract, plus anything else
use the examples linked in the NEWBIES thread to prepare the popla appeal
only a fool would pay up when its easily quashed at popla0 -
I'm just wondering if there is a way to not pay it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Also boycott Lidl in future. They are the ones responsible for letting these parasites 'farm' the car park.
You could also check with the council to see if the time limit is different to what they have planning permission for.:j0
