NTK (Formal Demand) received from PCC via car hire company

Hi everyone
This is my first post here so thank you in advance for any help you can throw my way.
I had a hire car a few weeks ago and it turns out I was given a windscreen ticket for not displaying a permit whilst visiting a business address on one particular day. I say "it turns out" because oddly the windscreen ticket must have been removed by someone before I returned to the car as the first thing I knew about it was when receiving the PCC's Formal Demand letter via the car hire company. I didn't know about needing a permit at the time but the business says they would have told me beforehand - they didn't.
I only know a windscreen ticket was physically issued because it's included among the photographic evidence when I log in to the UK CPM site. I just don't know why it was removed. Anyway, surely that won't work anything in my favour.
I've read through the NEWBIEs thread, the FLOWCHART and the WALK THROUGH PROCESS. I plan to appeal using the standard template within 28 days but I've gone a couple of days past that, not helped by the hire company holding onto the letter for what looks like 8 days. Still, I should have acted quicker. They've also been kind enough to state they're taking an admin fee from the card I used when hiring the car. And they've forwarded my details to the PCC.
So I should still send a standard template letter? The WALK THROUGH PROCESS says to remove wording about not naming the driver but I can't see any reference to that in the letter - have I missed it? The only change I see myself making is changing "I challenge this 'PCN' as keeper of the car, on these main grounds:" to "I challenge this 'PCN' on these main grounds:"
And how should I handle the car hire company knowing the above?

If your details have been forwarded to the PPC by the hire company, then you don't need to do anything with the notice they have also forwarded to you. You will receive your own notice in due course, at which point you appeal as the "keeper" (not driver) using the templates from the NEWBIES sticky.
As for the hire company, you need to check carefully the Ts&Cs of the rental agreement, and see what it says. If it refers only to penalties and fines, then this is neither and you need to push back, starting with disputing the charge with your credit card company. But do post up the EXACT wording of the rental agreement here first, so we can scrutinize it.0 -
Just for what it's worth, that's what I was expecting too however I am not sure the PCC will / needs to re-issue the NtK. I understand that the copy from the hire co. is suffice. Certainly that is what happened in my instance anyhow.0

I'm already a couple of days over the 28 day period and would like to send a template appeal tomorrow if that's the right thing to do. If not, I'll sit back.

they dont know if you were driving , or somebody else was driving
so they are the RK, you are the keeper, you or somebody else was the driver, hence you appeal as KEEPER, not driver0 -
Appeal.
Appeal now as keeper (that's why the appeal for 'ALL CASES' doesn't say 'registered keeper'). Isn't it obvious?! You were 'the keeper'! That's why I use that word.
If there was a windscreen PCN (even if lost) the PPC does NOT have to reissue a PCN again so do not expect to get one.
Also you should dispute the Admin fee but we have covered this soooo many times on every single thread about hire cars that I can't repeat it yet again. Search the forum for lease or hire car cases and read what's already been said before about disputing the admin fee.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
