It's a tricky situation which is why I would advocate moving it just enough to access your land. I can't see what offence you would be committing as long as you do not damage the vehicle. You would not be driving the vehicle, so it would be the registered keepers responsibility to MOT, insure and tax it.
I had a similar situation where somebody used to park in my driveway. In the end, I decided prevention was better than cure and stopped access to it by fitting a parking post.0 -

OP it would be good if you could find this legislation that you are talking about. Is it S99 Road Traffic Regulation Act 1984 as ammended in 2012?
If this is the legislation that's fine, but we need to see the regulations, I looked for them but did not find them. The regulations will say who the empowered authority is (hopefully) it would also hopefully say under what circumstance the council has to act, it may be the council does not have to act.
You should understand that we are not lawyers here, some of us have an interest in law (like me) and I like to quote the laws that we are talking about into the thread and try to spark debate amongst our other users who like law, but, as in this case, usually no-one debates the laws with me, which is frustrating and unfortunate but there's nothing we can do about that.
The rest of the users here who have no knowledge or interest in the laws will just be the ones who post synical and silly remarks.0 -
Oh, have you checked it is insured? You can check on askmid. It needs to be insured to be in a public space, so you could report it to police for not being insured in a public space....

You must never give the badge to friends or family to allow them to park for free, even if they are visiting you.

As already said read the booklet before spouting off about Disabled Rights For Me, as far as I am concerned my blue badge is a concession not a right and it can be revoked for misuse and abuse.0 -
