Residents parking in my street

This is something I started some months ago but as there has not been any activity on the thread, I thought it easier to start a fresh one, with my up-to-date query.
Briefly I have been living on an Estate, which is managed by a private Management Company, for about 13.5 years. Suddenly last Autumn they wrote to residents (some owners, some tenants) stating that because there are a lot of unwanted parking on the estate by non-residents, people abandoning cars, and people selling cars they were going to introduce a permit scheme. I explained that I wasn't aware of any problem, and that I had no difficulty in parking. I also stated that there was nothing in my lease that states I have to abide by parking regulations. The implementation has been delayed, firstly because of the summer holidays (!). Now because there is major electrical work needed to be done on the street lighting, they now say they will instruct the parking company to fully implement the scheme in January.
Really, all I want to know is the street signs which were put up last October (I think), were tied high on the lamposts (a few on flats walls).. Since that time we have had a lot of wind, a number of these signs have turned around since they were originally installed and some have dropped down from above easy eye level, to virtually waist level! Does this make any difference on how they can enforce this notice?

What might help is that you just resurrect your initial thread, and it'll then pop to the top. As you have not even bothered to link to it, you're unlikely to get much help, as we don't know where you'd got to, whether you contacted the management company, what they said, etc., etc.0
