Parking eye fine stupidly ignored due to following outdated advice

I have recently received a debt collectors letter, regarding a parking eye fine I received, but ignored, as I was stupidly following out of date advice.
I was parked on a shopping fort and forgot to purchase a ticket (all this is my own fault, I know). I then received a letter stating I had to
Pay the fine, which I ignored. I received another letter charging me a higher amount, ignored. Then recently had this letter from debt collectors saying I have to pay £135. Which is when I decided to double check if it should be ignored...then discovered that is not the case anymore.
Really in need of advice about what to do now. I've read through the 'NEWBIE' thing a little, but struggling to figure out the next step suitable for me

first , its not a fine
second, its still the same advice - to ignore debt collectors, that has not changed either
the part that has changed is to appeal the invoice if in england or wales, that advice changed over 2 years ago so isnt recent
the NEWBIES sticky thread tells you what to do in all these cases, including a whole section about debt collectors
its an LBCCC or MCOL you have to be careful of with PE, unless you reset the clock by naming the driver there is little you can do0 -
Thank you. Will have a more in-depth read in the morning, see how to sort an appeal. I can't find the previous two letter from parking eye, will they be needed?

you should send the template letter to PE, and quote their reference which should be on the paperwork from DRP or whoever the DC is
or send it and add your reg number etc , they should be able to figure it out, get proof of posting at the PO and keep copies in case it ever goes to court
they will turn you down and claim you are out of time, but you have to be seen as trying to sort it out if it went to court, so appeal anyway, plus appeal and complain to the landowner too

Ok, great. I will start with that.
The newbie thing is great but there's so much information, that it's hard to fathom out which is relative to the my situation and the stage I'm at. I'm really aware about not mentioning the driver so didn't want to write something myself and make things worse

its a complicated subject, so there has to be a lot of info
but you can appeal at any time, although they will say you are too late to appeal due to the time lag
this company take a lot of people to court, but the DC are powerless
so by appealing this invoice to PE you have proof you tried to deal with it
its the LBCCC or MCOL you need to watch out for, in the meantime try and get the landowner to cancel it0 -

I will go ahead with your advice and attempt to get it cancelled and appeal with PE. Really appreciate your replies, a point in the right direction is a massive help. I have an 8week old baby and they don't give you chance to sit and read through things.0 -
in simple terms, you should have appealed this to PE within 28 days of the NTK, you didnt
after that they will say you are out of time, but the advice here is , appeal anyway - regardless of the time lag, and keep copies and proof of posting etc
you are trying to avoid small claims court, or MCOL as its now known, from Northampton , which they can do for up to 6 years under small claims court
any LBCCC or MCOL should be actioned and the sticky threads tell you about them , the NEWBIES one and the crabman one with LBCCC fightback
a complaint to the landowner may also reap rewards , so do so asap
you need to create a paper trail of proof you tried to deal with it
the debt collectors are powerless, its PE you need to worry about0 -
I will get the ball rolling in the morning, see where that gets me.

If you have a receipt over £30 then it should get cancelled. If you haven't - had you thought about resetting the clock by naming the driver (who was OF COURSE someone else other than the keeper?). That gets a new PCN sent out to the driver who then appeals & wins.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do I simply write to PE and give the name and details of the 'driver', then they appeal it with the letter in the NEWBIE post?0
