Google, as a commercial organisation, decide what apps are available to a user based on their registration etc. As Google are not a broadcaster then the above directive has absolutely no bearing on this. You are confusing broadcasting TV with making programs available on the internet. Exactly the same way that BBC limit program access on their website to UK IP addresses. It is their call all the way and not breaching any half-assed EU directive
i never argued this fact . this is the same as if you go onto the NBC website you will find in your are in the UK you cannot watch any of the programmes on their site as you dont have permission being in the UK0 -

simple fact time...
BBC own some of the rights to the shows they broadcast, and have limited rights to others. The BBC restrict access to show to countries that DON'T pay the BBC licence fee. With other shows (like films) they have only the right to broadcast once and not on catch-up services.
The BBC , when they put the app in Google play (or any other app marketplace ) have the option to make the app available worldwide, or to a specific region/country/or device.
They have to go by the broadcast licences they negotiate with production companies.Laters
