rain on window sill.

The rain hitting the window sill is really loud! I think it could mainly due to the drops from the window above? either way I need to do something about it.
I've noticed the window above has a plastic strip at the top and bottom of the window but this one only as the plastic sill, is that the cause of the problem? should there be some sort of cover at the top too? there is a slight recess there tho but nothing else. Or is it just because the double glazing is cheap with a hollow plastic sill?
anyone know a cheap fix?
