Credit balance transfers non-resident

I currently have Portuguese residency & have no UK residency/ addresss. I have a UK bank account & two UK credit cards. I am seeking any information on any credit card that will accept a 0% balance transfer where UK residency is not a requirement.

No UK cards will accept you, as far as I am aware.0

Normally it is a requirement that you are UK resident and somewhere you'll be saying that you are when you apply.
But you have two UK cards already. Were you UK resident before?
Do you have balances on these? If one has a zero balance and you call them, you might be able to get a BT deal as an existing customer.0
