    Yes, you have formed a contract, a contract to pay them £x per hour. So if the charge is for an overstay, then you owe them ONLY the unpaid hours, not £60 or £100 or whatever.


    And the fact you paid some money, it makes their NtD (and any NtK which you should be avoiding being sent) non-compliant as far as PoFA is concerned. For compliance, the notice must show any UNPAID charges, yet it will have failed to consider what you've already paid. Therefore not compliant. QED.

    I hope your email included your full name & postal address? Otherwise it's pointless emailing without an address and they would write to the registered keeper anyway.

    I have had a parking ticket. I am disabled and don't think I should pay this. I do not normally get parking tickets and it was clear from my tax disc in my car that I am disabled so who gave me the ticket should know this.


    What do I do next?

    Something that 90% of the hundreds of OPs each month probably want - and would certainly save them in any effort in sorting out their problem - and one of the main reasons I keep my PM box closed!
