Thumbnail preview pics are black

The problem I'm having is in the last couple of days, picture thumbnails in explorer are not working, they're black rectangles instead. I've Google'd this and tried a couple things to no avail. My computer is Windows 8.1, fully updated.
1) I deleted the thumbnails file in /APPDATA/ and rebooted, to re-create it apparently
2) I've re-associated jpg files with a .reg file
3) the checkbox for always show icons instead of pictures is unticked
Thumbnails are still black for most pics, not all, just most, which to me is odd as if there was something wrong with one, it would be with all.
