Lots of good suggestions - the issue, as everyone points out, is actually waiting around to get the PCN and make sure it is actually issued.

Perhaps the easiest is to find a PE retailer's car park (Aldi?) where there is a need for registration details to be entered into the in-store terminal before leaving the store, failure to do so will usually trigger a PCN.
Pop into the store, packet of Polos, ignore the terminal, pop out, drive off. 5 minutes at most. Drive to next store!Please note, we are not a legal advice forum.
