Lots of good suggestions - the issue, as everyone points out, is actually waiting around to get the PCN and make sure it is actually issued.

WEll, food for thought. Lots of Land Registry requests are going to be made soon.

Perhaps the easiest is to find a PE retailer's car park (Aldi?) where there is a need for registration details to be entered into the in-store terminal before leaving the store, failure to do so will usually trigger a PCN.

Pop into the store, packet of Polos, ignore the terminal, pop out, drive off. 5 minutes at most. Drive to next store!

While that's part of the plan, I am advised that PE think I'm toxic, and have whitelisted me.
