Fixed Penalty Notice for Dog Fouling

Evening All
I have come home this evening and have received a letter from my local council (Bradford Met) with an £80 Fixed Penalty Notice in it for allowing my dog to foul on "designated land".
First, I don't own a dog, second the area of land they are describing is owned by me, and three during the date and time of the offence I wasn't even at home!!!
On the notice three is no information on what to do if they have got it wrong and simly says if I think the notice is unfair I have appeal it and appear in front of a magistrate??? Is this seriously true? Can the council issue with a notice like this?? There is no evidence attached or anything?

Scan the FPN (both sides if necessary), redact any personal info, host the image(s) at a site like Photobucket and then reply here with the links. (Replace http with hxxp - you're a new user and can't post links).

Or pay it.
Two options.I do Contracts, all day every day.0 -
Appear at the Court with all your details and proof of ownership .
Put in a claim for wrongful prosecution, costs and defamation of character .
With a bit of luck it will pay for a holiday and get the idiot responsible a kick up the backside !0 -

Normally you would expect a statement to the effect of people could be prosecuted for giving false information.
I'd just deny it and get the witness to come to court... If I believed it..0 -

That form surely is a joke. I wonder when all the councillors and mayor will be getting their tickets. If it was my council I'd have a good go at making sure they did.0

Look up all your local Councillors addresses and fill in multiple spurious complaints !

The letters said an anonymous source reported the residents
Residents in Lancashire are being conned out of money with fake letters demanding a fine for dog fouling.
The letters, claiming to be from Lancashire County Council, have been circulated in the Wyre area.
They ask the addressee to settle a fine for their pet fouling the pavement, after notification of the offence by an "anonymous source".
Wyre and Lancashire County Councils joined forces and have urged anyone who gets the letter to contact them.
Wyre Council said it had the power to issue dog fouling fines, but they were usually on-the-spot.
'Scam'
The letter stated that a non-existent "Environmental Services Department" has carried out an investigation.
It said that the maximum penalty for the offence was £1,500 but that the recipient would only have to pay a penalty of £100 plus £25 costs.
Paul Noone, Lancashire County Council trading standards officer, said: "We are making people aware of these fake letters as they are nothing more than a scam.
"Lancashire County Council does not issue this sort of fine and, although the letter looks genuine at first glance, it is quite clearly not from us.
"We do not yet know how many of these letters have been sent out, but we need to make people aware just one fake letter can lead to people being conned."
