so late this afternoon cleaned with disinfectant, then vinegar then washed with red hot soapy water then dried, steamed everywhere again and dried with hair dryer.
four hours later they were back.
anymore suggestions please or any idea who would I call to ask for outside help?

In my case, I had to use multiple sprayings, as on a daily basis. Think it took about a week before the little blighters finally were not moving any more. In this period, I only wiped out the dead ones with a damp paper towel before respraying, so that I could see if anything was moving. You have to spray behind the cupboard, underneath, above, and also the doors.
I purposely did not clean with anything else, as this would weaken the effects of the spray. Of course, this was after vigorous cleaning and using all sorts before, to no avail, so was desperate.

I used a product called Sertex, but don't think it's available in the UK.
It does purport to have a 3 month killing power on insects. (It has certainly been quite effective at killing beasties trying to crawl in though doorways for quite a while).
The ingreds are Permethrin, Tetramethrin, Piperonyl Butoxide, Solvent and LPG Gas if that helps.
This really was a last resort for me, which fortunately worked. Once I knew that they were gone for sure, I cleaned like mad.
