PCN received 2 months after Contravention Date!

Newbie here needing some help.

Received a letter in the post today from Vehicle Control Services fining me £100 (or £60) if I pay within 14 days of the Issue Date for a Contravention on 21/10/14 - nearly 2 months ago!

This is the first I have heard of this "offence" There was no PCN attached on my car on 21/10/14.

The Issue Date on the letter was 24/11/14 but I only received it today (18/12/14). So I have missed their deadline for paying within 14 days so I should now pay them £100?!

And I have missed the 21 days appeal time (as stated in their letter).

Vehicle Control Services are now members of IPC, which I believe means I cannot take the POPLA route?

So what are my options?

    send the template letter to them anyway , they dont have to follow pofa 2012 so have up to 6 years to chase you

    read the NEWBIES sticky thread for information etc

    also bear in mind a lot of these pcn,s are due to anpr, so people rarely get a windscreen ticket

    and its not a fine, its a begging letter, a speculative invoice for perceived "wrongdoing" - it definitely will not say that F word on the paperwork as only a judge or court of law can "fine" you

    The car park was my local railway carpark where it is free to park. I had parked beyond the bay markings apparently.

    I remember the day, the trains were cancelled on the way home and when I got the Bus back to the carpark I saw that another car had received a ticket on his windscreen (he was parked very badly).

    There was nothing on my car at all.

    A few weeks later my wife got a ticket on the windcreen of her car when parked at the same station. She paid......

    Is it still worth appealing now that Vehicle Control Services are a member of IPC?

    you should appeal anyway in case it ever went to court over the next 6 years, to prove you tried to deal with it

    nobody believes in the IAS so you may need to ignore for 6 years if VCS dont drop it, or go to court if they ever try it

    maybe they ticketed your car even if you didnt find any ticket ? who knows ? it is what it is , so assume it was ticketed and now you appeal it to VCS

    Appeal anyway. Complaints are in with the DVLA about the IPC kangaroo court but the more outrageous decisions they produce, the faster they can be shut down and replaced with a fair system.
