Help! Newbie - I have read all the ones I am meant to but still confused!

Today I received a Penalty Charge Notice from Civil Enforcement Ltd for overstaying my time in a car park in Whitchurch that is free for first 2 hours. This is the first I have heard of it, there was no ticket on my windscreen and the letter says they have photographic evidence.
They say I was there from 08.59 to 11.16am and to be honest I did get back to the car at 11 but it probably took me ten minutes to load my baby/buggy shopping, so whilst I was expecting a traffic warden, I got done by a camera it seems! I had no idea there were such things in rural Shropshire to be honest.
The incident date on the PCN is 25/11/2014 and the PCN issue date is 16/12/2014. In one of the threads I read about if it was ANPR ticket then it had to be within 14 days. Is this one? Is this something I can fight it on? The charge is £100 reduced to £60 if I pay within 14 days and I really haven't got it this close to Christmas with 3 children.
Is there any advice anyone can give me? I need to reply within 14 days it says.

send the template letter anyway
if they dont send it out within 14 days when using anpr then they cannot use pofa 2012 meaning the keeper isnt liable, but still appeal it as its an extra appeal point down the line
these anpr cameras are all over the country, so always assume its anpr and not wardens from now on0 -

Only I have seen a much longer one on another page and don't know which one to use! Sorry if I am being particularly dense!
I assume this will trigger a denial of appeal letter from CEL and then I need to appeal to Popla? What a blinking mess so close to Christmas. I shall be very very careful in future and feel particularly stupid! Thanks again.0 -
