This has nothing to do with APCOA or Luton Airport. It very much looks as if you have copped a parking or other motoring ticket whilst in Norfolk. The fact that you live in Suffolk is totally irrelevant, you were in Norfolk when the "offence" was committed, whatever it was.
This is definitely genuine, it's not a debt collector playing silly beggars. The 'phone number at the top really is Lowestoft Magistrates Court. You should contact them immediately to find out what this is all about. Definitely not Luton Airport.
