Private Parking Ticket

Hi, I received a ticket nearly 4 month ago in a private car park, for over staying my purchased ticket with 7 minutes.
I didn't receive any letters until now.
Now I received a letter:
Dear Sir/Madam,
Parking Charge Notice - xxxxxx Issued on xx.xx.xx
We regret to find that the above Parking Charge Notice remains unpaid, and as we have had no contact/payment from yourself regarding the notice, this charge stands at £100 as stated on the Parking charge notice (PCN).
Our digital photographic evidence of the incident has been carefully scrutinised and confirms all the issues beyond any reasonable doubt.
Despite our previous letter, you have chosen not to make payment and consequently the matter remains unresolved. Therefore it has now progressed to a further stage and your file will be passed into the hands of our legal department. Please be advised that the purpose of this letter is to inform you that unless we receive payment in full within the next 14 days the matter will be referred to Debt Recovery Plus Ltd or the County Court to commence legal proceedings against you for recovery of the outstanding debt. Please be aware that the 28 day period for appealing to POPLA has now expired.
You must be aware that additional associated costs for issuing a court claim may incur you paying the following charges:-
CLAIM ISSUE FEE £35.00 + HEARING FEE £25.00
If Judgement is obtained and the charge remains unpaid you may be liable for a further charge of a WARRENT ISSUE FEE £100.00
TOTAL £160.00 COURT COSTS
Please note that the above statutory charges do not include our own costs which may also be chargeable in the event of you losing the court claim.
Under the circumstances the appeals process is now concidered complete and unsuccessful and therfore I look forward to receiving your payment for £100.00 by return. Please ring the above telephone number, Mon - Fri ..... Or alternatively pay at ww.........

I think the land owner didn't have a loss as the car park was basically empty, and I have witness for that. and if he did it was a 7 minute loss which would be less than 5p according to car park charges.
This is the first letter I received from them and they claim "Despite our previous letter, you have chosen not to make payment and consequently the matter remains unresolved"
How do I go about it?
Also The letter was received on the 11th and is dated 2nd!

Have you read the NEWBIES FAQ sticky?
Never phone a PPC or Debt Collector.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Sounds like you ignored a postal PCN for some reason - daft if it's ParkingEye. Maybe OK if Excel...so who was it? Either way you don't PAY them, just read the NEWBIES thread about 'ignore the debt collector stage' unless it was a postal PCN and the keeper can name the driver as another person (who can then appeal). All covered in the NEWBIES thread already so hop back to page one and read it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Its from ARMTRAC SECURITY SERVICES.
Its not yet up to "debt collector stage", but they are threatening to bring it to that stage. So what do I do now?

send the appeal template letter from the NEWBIES thread and complain to the AOS dept at the BPA that this is the first you have heard of it, enclosing copies of the paperwork
the vagaries of their "postal system problems" are well documented and on parking pranksters blogs too0
