Parking Notice from NPE ltd

Hi there I have read the forum threads in detail however I wanted some clarification first.

I received a notice to keeper for unauthorized parking on 24/09/14 however I am not the registered keeper of the vehicle as it was a company vehicle and the company owner said he named me as the driver but if thats so why did they send a notice to keeper? I forgot about it and didnt send any letter to NPE.

I heard nothing until 27th November when I received a formal demand. It says ''failure to provide owner/driver details or payment of the full amount of £100.00 within 28 days of this notice will result in an increase to £150.00 plus further administrative costs. This letter will form part of our case against the driver of the vehicle.''

How should I proceed? I know i didnt send the letter within the intial 28 days and I know that there are examples of resetting the clock but im not sure if that applies to me as my boss named me as the driver?

I am not the registered keeper of the vehicle and the picture attached showing the driver shows only the back of the person which could be anyone.

I was thinking would it be possible for me to say I was neither the owner (im not) or the driver (no proof i was) and have it referred back to my boss or someone else who could then send the standard letter on your sticky? Just a thought. I hope you can help.

Note: I had an NPE notice about 4 months ago which i sent a standard letter and won.

    Did it look as though the photos were taken on an ordinary/phone camera (not ANPR high up auto cameras focussing only on the numberplate?).

    No there wasnt and the date of the incident was 13/09/14. No the camera was from what looks like their cameras one picture focused on the number plate the other of me getting into the van (only the back of me) its also time stamped top right corner and says npe camera in same text bottom left.
