In this case the driver id'd himself on receipt of the NtD and appealed the ticket, PPS therefore requested the RK data (without 'reasonable cause' as they already had the driver's name and address) and the DVLA sold the keepers details to them. Then lied about it.

According to PPS they've done nothing illegal. So in the doublethink world of private parking breaking the Data Protection Act isn't illegal.

IMO standard practice for certain PPC's to write to the keeper despite having driver details .
I once tested this out by appealing an NtD using a business address . Surprise surprise a reminder letter arrived to the home address .
Guess the PPC ? Not difficult0
