Hey Jake
I’m guessing by landlord you mean the freeholder rather than owner of your flat.
Somebody has to pay and although it’s unfair on you, yes he has the right.
It’s similar to someone on the ground floor having to contribute to stair cleaning – the joys of flat ownership!
