weird calls

have been getting calls where the phone rings. You pick it up and get a dial tone. You hang up and it rings again. Any idea what is behind this?
Time is more valuable than money. You can get more money but you can't get more time

Could be a phoneline fault -I had a problem some years ago when the phone would occasionally give one long continuous ring..but never anybody there ....found out that when it happened, the person at the other end was getting an unavailable tone. Got worse and worse,until nobody could get thru'. Believe it was water ingress somewhere upstream of my house.0
