Clearance when fitting radiator covers?

I was hoping to have some radiator covers fitted but they are very close to a windowsill , and I don't want them higher than the windowsill as that would look wrong.
Is there a minimum distance the top of the radiator cover needs to be from the top of the radiator

Any distance you like. I've seen radiator shelves that sit right on top of the radiator
Bear in mind that radiators need circulation for them to properly heat a space0
