If she was still living in her own home during the qualifying week ( I think the qualifying week is in September), then she will get her winter fuel allowance.

In 2004, my mum went into a care home and she was paid her fuel allowance. I contacted them, asking if they wanted it back, but they told me she was still eligible as she was at home during the qualifying week.

But after that, she no longer received the allowance, which was fair enough, as she no longer had her own home to heat!

I think my father had it as he was self-funding. It was in 2001-3, though.

  • She moved in April and she is not self funded.

    When you won’t qualify
You won’t qualify if throughout the week of 15 to 21 September 2014 you:

    are in prison
are in hospital getting free treatment for more than 52 weeks
need permission to enter the UK and don’t qualify for help from the Department for Work and Pensions
have lived in a care home for the previous 12 weeks or more and get Pension Credit, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance
  • My father has been in residential care (he pays his pension etc and the council make up the shortfall) for over 6 years now. He still gets the Winter Fuel Payment (which because of his situation is halved - he gets £100) which I find absolutely ridiculous as he has no bills to pay!
