Domestic Electrics - Part P?

We're renovating our house, and I understand about the electrics, however I'm not qualified and the building regulations are confusing me a little bit.
I know I can't do work in the kitchen or bathrooms, so this question is for general living areas around the house.
Can I create a new lighting ring for my bedroom? We have 1 rose on a dimmer, however we want to add spotlights on a separate switch.
Can I remove the wall lights in the lounge, and use this ring to install spotlights?
Am I also able to add additional plugs around the house? I believe I can, however just thought I'd check.
For the work in the kitchen, we're getting a sparky in since I know that is notifiable work.

Eh existing circuit modifications are not Part P in kitchens, and you can do electric UFH yourself, except in a bathroom ( the only special location)
In order of what you want to do. You could use s looped in rose setup for your bedroom OR just junction box off the incoming supply. This isn't a new circuit (that would be adding a run to the CU and hooking it up to a new breaker.
For the living room, you could either re-use the wall lights or again, junction off the supply, and install a new switch drop. Or looped in + junction box.
You can add additional plugs but there are limits. Firstly you shouldn't as I understand it spur lots of plugs off of one another, or off the ring main. Secondly you need to consider the total load against all the plugs - is the during sufficient (you can normally tell by the breaker size)

Building Control just called me about an application I have so asked them whilst on the phone. As long as I tap into an existing circuit, I'm fine.
As for the plugs, i'm adding in 3 plugs, 1 in each room. Will be pulling one from each socket. They're for TV's so nothing too heavyCashback
