Horrible and unsightly neighbours rubbish

Pls What can i do?
my neighbour has his/her rubbish unproperly bagged every week. This then attracts birds and cats to tear the black bag onto the street, with rubbish flying every where .
What can i do. thru street gossip i know thes people are renting and dont really care about looking after the property. i have reported to the council is there anything else i can do?

I had the same problem, person renting next door liked to throw out the nappies into the garden and leave them there. No!
Is there any way that you can contact the landlord? Alternatively, do your properties have a management company?
If neither of the above, then environmental health is your only option.Gone ... or have I?0 -

Why don't you try talking to them?
Next time they are putting out the rubbish, put yours out at the same time, and comment on how annoying the wildlife is, and how tight you have to tie your bags up.0 -
Best be direct and let them know. Keep it friendly and such but hinting does not always work.Nice to save.0

contact enviromental health, tell them you have spotted rats0

We had these problems in the house I used to rent - our next door neighbours just had bags and bags of rubbish on their drive from parties and such, which never got cleared because the binmen wouldn't take open bags that did not fit in the black bin, and the tenants didn't seem to know that there was such a thing as a tip.
After one incident where they actually started dumping their rubbish in our bin without asking (we always filled our bin, and collections were fortnightly), I went over and spoke to them, and they were very apologetic, didn't realise they had been making a nuisance of themselves, asked me if I knew where the nearest tip was, and then took their rubbish there the next weekend.
So the moral of that slightly long-winded story is, definitely talk to your neighbours first. They might not realise they're making things unpleasant for you and it's always best to try and resolve neighbourly issues personally first.
However, if they don't want to hear what you have to say or don't change their ways, I think that reporting to Environmental Health would be the next step.0 -

I think it is reasonable for people to feel a little bit worried or concerned about approaching a neighbour about a difficult subject. So often these days we simply don't see our neighbours often enough to actually develop a relationship with them.
If anyone else in your street does know the neighbour then ask them to have a word on your behalf.
I had a similar problem where our neighbour would forget to put out his bin and it became really smelly. As he usually slept in on bin day - I started putting it out for him and within two weeks he began feeling a little bit bad about it and began making an effort.
